SUMMARY OF RULES OF PROCEDURE

 

AGENDA: The Chairperson may reschedule items on the agenda.  Order of the agenda will be: non-contested matters, contested matters, then staff presentations.

CONDUCT OF HEARINGS: The sequence for a contested matter is: (1) staff report and environmental document discussion; (2) testimony of proponent(s); (3) public testimony; (4) rebuttal by applicant; (5) close of public hearing; (6) Commission discussion and vote.

LIMITED TIME FOR DISCUSSION: A principal proponent will be allowed a 5-minute statement.  Other proponents and opponents are allowed 3-minute statements except that a spokesperson for any group may be allowed 5 minutes.  The principal proponent shall have a 3-minute rebuttal.

VOTING: Any action or recommendation of the Commission requires a majority (3 votes) of the Commission to concur therein.  Any motion for approval or disapproval of a matter which results in a tie vote shall be forwarded to the Board of Supervisors with no recommendation.

ADDRESSING THE COMMISSION: Any person addressing the Commission shall, when recognized by the Chairperson, step to the rostrum and give their name and address.  Statements which lack factual support and repeated or cumulative testimony should be avoided.  Groups of people with similar viewpoints are urged to appoint a spokesperson to represent their views.

EXHIBITS OR DOCUMENTS: Documentary evidence submitted to the Commission becomes the property of the Commission.

CONTINUANCES: The Commission may continue any matter at its discretion.

 

Matters under the jurisdiction of the Commission and not on the posted agenda, may be addressed by the general public following completion of the regular agenda and any off agenda matters before the Commission for consideration.  The Commission limits testimony on matters not on the agenda to three minutes per person and not more than fifteen minutes for a particular subject.

Negative Declaration

 

REQUEST:

A Use Permit to allow a 55-foot monopole to replace an existing light pole on approximately 3.68 acres in the Fulton Avenue Special Planning Area (SPA). The wireless facility includes a 35-foot by 40-foot lease area, a 6-foot high chain link fence with barbed wire at the lease area perimeter, and a 30kw standby diesel and associated equipment. The 55-foot tall monopole includes three antenna sectors with two antennas per sector, 12 RRH units with four units per sector, and two surge protectors.

 

A Design Review to comply with the Sacramento County Design Guidelines.

Final Environmental Impact Report

 

REQUEST:

A Time Extension pursuant to Sections 22.20.090 and 22.20.095 of the Sacramento County Code to extend the expiration date five years from the date of final action by the hearing body for: 

 

a)  A Tentative Subdivision Map (Control Number   2004-0187), to divide approximately 30.3 acres into 186 lots in the RD-4 (Residential) and RD-7 zones.

 

b)  Entitlements approved with and pertaining to the above, specifically; a Special Development Permit to deviate from lot size, width, and setback standards, as well as an affordable housing density bonus of 24 lots.

 

5:34 PM  Board Action: Alan Hom/ Donn Reiners - Recognized the Environmental Coordinator Addendum dated June 6, 2016 and determined the Final Environmental Impact Report entitled Florin-Vineyard “GAP” (Control Number: Control No. 04-RZB-SDP-SPP-UPB-AHS-0187 and 2004 GPB-CPB-00962004-GPB-CPB-0096) was still adequate and appropriate for the proposed project.  Approved the Tentative Subdivision Map Time Extension for five years, subject to the findings and amended conditions recommended by staff.

Addendum to the 2012 Final Environmental Impact Report

 

REQUEST:

A Tentative Subdivision Map to create 737 total lots/parcels (687 Residential lots and 50 Residential units within the Flex commercial Parcel) on 204.9 acres located within the approved 2,669-acre Cordova Hills Special Planning Area (SPA).  The subdivision proposes a mix of five housing types and one 12.0-acre lot for future Flex Commercial development.  The map also includes two park sites, numerous paseos, and open space areas.

 

An Exception pursuant to Section 22.110.055 Alternative Design and Improvement Standards for Specified Tentative Maps, allowing  proposed specific public streets to terminate as street “fingers” at the westerly ends of “I” Lane and “N” Lane; where adopted County Improvement Standards for public streets require they instead terminate in a public cul-de-sac bulb.
