SUMMARY OF RULES OF PROCEDURE

 

AGENDA: The Chairperson may reschedule items on the agenda.  Order of the agenda will be: non-contested matters, contested matters, then staff presentations.

CONDUCT OF HEARINGS: The sequence for a contested matter is: (1) staff report and environmental document discussion; (2) testimony of proponent(s); (3) public testimony; (4) rebuttal by applicant; (5) close of public hearing; (6) Commission discussion and vote.

LIMITED TIME FOR DISCUSSION: A principal proponent will be allowed a 5-minute statement.  Other proponents and opponents are allowed 3-minute statements except that a spokesperson for any group may be allowed 5 minutes.  The principal proponent shall have a 3-minute rebuttal.

VOTING: Any action or recommendation of the Commission requires a majority (3 votes) of the Commission to concur therein.  Any motion for approval or disapproval of a matter which results in a tie vote shall be forwarded to the Board of Supervisors with no recommendation.

ADDRESSING THE COMMISSION: Any person addressing the Commission shall, when recognized by the Chairperson, step to the rostrum and give their name and address.  Statements which lack factual support and repeated or cumulative testimony should be avoided.  Groups of people with similar viewpoints are urged to appoint a spokesperson to represent their views.

EXHIBITS OR DOCUMENTS: Documentary evidence submitted to the Commission becomes the property of the Commission.

CONTINUANCES: The Commission may continue any matter at its discretion.

 

Matters under the jurisdiction of the Commission and not on the posted agenda, may be addressed by the general public following completion of the regular agenda and any off agenda matters before the Commission for consideration.  The Commission limits testimony on matters not on the agenda to three minutes per person and not more than fifteen minutes for a particular subject.

A Time Extension pursuant to Sections 22.20.090 and 22.20.095 of the Sacramento County Code to extend the expiration date five years from the date of final action by the hearing body for Tentative Subdivision Map (Control Number 2005-0208) to divide approximately 5.9 acres into 15 residential lots in the RD-3 (F) (Residential-Flood Combining) zone.

 

5:31 PM  Board Action: Donn Reiners/ James Shelby - Recognized the Environmental Coordinator Addendum dated October 6, 2016 and determined the Negative Declaration (Control Number: 2005-0208) was still adequate and appropriate for the proposed project.  Approved the requested Tentative Subdivision Map extension to allow an extension of five years as requested, subject to the findings and conditions recommended by staff.

REQUEST:

A Time Extension pursuant to Sections 22.20.090 and 22.20.095 of the Sacramento County Code, to extend the expiration date five years for a Vesting Tentative Subdivision Map (Control Number 2004-0889) to divide approximately 23.7 acres into 94 single family lots, one park site, and several landscape corridor parcels.  The property is located approximately 1,000 feet south of Florin Road and 3,000 feet west of Bradshaw Road in the Vineyard community within the North Vineyard Station Specific Plan area.

 

5:39 PM Board Action: Donn Reiners/ James Shelby - Recognized the Environmental Coordinator Addendum dated October 26, 2016 and determined the Negative Declaration (Control No. 04-RZB-SDP-SPPP-AHS) was still adequate and appropriate for the proposed project. Recommended approval of the requested Vesting Tentative Subdivision Map extensions to allow an extension of five years from the date of final action by the hearing body for the Alvarez vesting tentative subdivision map (Control No. 04-RZB-SDP-SPPP-AHS-0889), subject to the findings and conditions recommended by staff. Recommended approval of the Vesting Tentative Subdivision Map Extension was subject to the previously adopted Mitigation Monitoring and Reporting Program.

A Time Extension pursuant to Sections 22.20.090 and 22.20.095 of the Sacramento County Code to extend the expiration date for a maximum of five years from the date of final action by the hearing body space Vesting Tentative Subdivision Map (Control No. 2005-0291) to divide approximately 20 acres into 86 residential lots in the RD-5 zone in the North Vineyard Station Specific Plan Area.

 

5:40 PM  Board Action: Donn Reiners/ James Shelby - Recognized the Environmental Coordinator Addendum dated November 8, 2016 and determined the Mitigated Negative Declaration for Control No. 20050291 (“North Vineyard Greens Unit #11”) was still adequate and appropriate for the proposed project. Recommended approval of the requested extension of the Vesting Tentative Subdivision Map and associated entitlements as requested, subject to the findings and the conditions recommended by staff. Recommended approval of the Vesting Tentative Subdivision Map Extension was subject to the previously adopted Mitigation Monitoring and Reporting Program, associated with Control No. 2005-0291.
