The Recreation and Park Commission welcomes and encourages participation in the Commission meetings.  When it appears there are several members of the public wishing to address the Commission on a specific item, at the outset of the item the Chairperson of the Commission will announce the maximum amount of time that will be allowed for presentation of testimony.  Matters under the jurisdiction of the Commission and not on the posted agenda may be addressed by the general public under Public Comments.  The Commission limits testimony on matters not on the agenda to three minutes per person, and not more than fifteen minutes for a particular subject.

 

The meeting facilities are accessible to persons with disabilities.  Requests for documents in accessible formats, interpreting services, assistive listening devices, or other accommodations should be made by calling Regional Parks Office at (916) 875-6961 (voice) or CA Relay Services 711 (for the hearing impaired), no later than five working days prior to the meeting.

PRESENTATIONS

1.         County Planning – Revetment Repair APNs 289-0283-045 and 289-0283-046 (Bellas)

          Guest:  Jessica Brandt, County Planning

            Related to a proposed erosion control project along the American River, to remove existing gunite at 1620 McLaren Dr and 1622 Mclaren Dr.

 

2.         Hazard Tree Removal Along Jedediah Smith Memorial Trail                   (Bellas)

            County had consultants evaluate an area along the bike trail near mile 3.5, and determined that 31 trees are hazardous and need to be removed.

 

3.         2018 Financial Impact of Illegal Camping Within Regional Parks          (Doane)

            Discussion included the new model that began in 2017, utilizing equipment that has created efficiencies, as well as the Park Resource Teams. Some metrics include:

·         1612 tons garbage removed (approximate)

·         5639 camps cleaned

·         1274 citations

·         429 misdemeanor arrest

·         112 felony arrests

·         32 DHA referrals – 12 moved to permanent housing, 16 remain in shelter

·         475 County 3-1-1 complaints about illegal camping

·         Total $4.6M spent by Regional Parks on illegal camping

4.         Approve Action Summary, Regular Meeting February 28, 2018              (Bellas)

Commissioner Herz moved to approve the Action Summary with corrections to Commissioner Barbar’s motion on Item 7 to add inclusion language, “on an interim basis to research County policy on requiring or ensuring community inclusion;” seconded by Commissioner Allen.

Commissioner Allen moved to approve the Sutter’s Landing Regional Park Acquisition, Habitat Protection, and Public Access Project as being consistent with the Parkway Plan; seconded by Commissioner Goss.

Commissioner Goss moved to approve the Camp Pollock Site Improvements as consistent with the American River Parkway Plan with the exception of the gravel drop-off area; seconded by Commissioner Herz.

Commissioner Gonzales moved to approve the American River Ranch Parking Lot as preliminarily consistent with the Parkway Plan and that the Commission strongly encourages the applicant to pursue additional funds to achieve a permeable surface/environmentally-friendly surface; seconded by Commissioner Goss.

            Regional Parks grant request for picnic structures was denied, but partial funding was recommended for the American River Ranch project.

DIRECTOR COMMENTS

Director is working on getting printed copies of the American River Parkway Plan and Dry Creek Parkway Plan for Commissioners.

Director has staff working on “Welcome Binders” for new Commissioners. Director will get feedback on contents before final distribution. Commissioner Barbar requested current Commission bylaws and American River Conservancy Program legislation.

 

Training session that was planned for Commission was cancelled due to needing to be on an agenda.

 

Director discussed protocol for questions or inquiries for staff; Commissioners should contact the Director and she will refer to staff to report back to Commissioners or the Director.

 

Deputy Director position had a “cut-off” date for applications. Still a few months away from hiring, as will wait until final cutoff before interviewing candidates.

 

Budget recommendation preparation is in progress for submission to County Executive’s Office.

9.         Committee Reports

A.  American River Parkway Advisory Committee                         (Gonzales)

a.    Commissioner Gonzales requested a different Commissioner be assigned to this Committee. Commissioner Barbar volunteered for this Committee.

b.    Discussion about dissolving the Committee was tabled until the Director could verify whether or not there was a Recreation Park Commissioner appointed ex-officio to the American River Parkway Advisory Committee.

 

B.  Lower American River Task Force                                                  (Allen)

 

C.  Fish And Game Commission                                                      (Gonzales)

a.    Committee report was removed by Chairperson Barbar, and will no longer be included on Recreation Park Commission agendas.

 

D.  Dry Creek Parkway Advisory Committee

a.    Commissioner Goss was assigned as the Recreation Park Commission assignee to this Committee.

 

 

COMMISSIONERS COMMENTS AND ANNOUNCEMENTS

Commissioner Gonzales requested consideration of a plaque or some type of commemoration for former Commissioner Bob Bastian. Commission requested an action item be placed on a future agenda.

 

Commissioner Gonzales requested the Commission be taken to visit various park sites.
