SUMMARY OF RULES OF PROCEDURE
AGENDA: The Chairperson may reschedule items on the agenda. Order of the agenda will be: scheduled public hearings then opportunity for the public to address the Council.
CONDUCT OF HEARINGS: The sequence for a hearing matter is (1) staff report and environmental document discussion; (2) testimony of the proponent(s); (3) testimony of opponent(s); (4) rebuttal by proponent; (5) close of public hearing; (6) Council discussion and vote.
LIMITED TIME FOR DISCUSSION: A principal proponent will be allowed a 5-minute statement. Other proponents and opponents are allowed 3-minute statements except that a spokesperson for any group may be allowed 5 minutes. The principal proponent shall have a 3-minute rebuttal.
VOTING: Any action or recommendation of the Council requires a majority (4 votes) of the Council to concur therein. Any motion for approval or disapproval of a matter which results in a tie vote shall constitute denial if final action is by the Council. If final action is by the Board of Supervisors, a tie vote shall be forwarded to the Board of Supervisors with no recommendation. A vote to abstain is not to be construed as a vote for or against a motion.
ADDRESSING THE COUNCIL: Any person addressing the Council shall, when recognized by the Chairperson, step to the podium and give their name and address. Statements which lack factual support and repeated or cumulative testimony should be avoided. Groups of people with similar viewpoints are urged to appoint a spokesperson to represent their views.
EXHIBITS OR DOCUMENTS: Documentary evidence submitted to the Council becomes the property of the Council.
CONTINUANCES: The Council may continue any matter at its discretion.
Matters under the jurisdiction of the Council and not on the posted agenda may be addressed by the general public following completion of the regular agenda. The Council limits testimony on matters not on the agenda to three minutes per person and not more than fifteen minutes for a particular subject.

DONALD AND NATHAN WEST - Applicant/Engineer: Gardner and Associates - Assessor's Parcel Nos. 253-0172-069 and 071, located on the east side of Illinois Avenue, approximately 250 feet north of Phoenix Avenue, and at the west end of Mondego Way, in the Fair Oaks community.

REQUEST: A Tentative
Parcel Map to divide approximately 1.59 gross acres (1.54 net acres) into 3
parcels on property zoned RD-3 residential.
A Variance to reduce the minimum 65 feet of public street frontage for proposed Parcels 1 and 2 to approximately 36 and 40 feet respectively.
A Variance to reduce the minimum 65 feet of lot width to approximately 36 feet for proposed Parcel 1.
