The Recreation and Park Commission welcomes and encourages participation in the Commission meetings.  When it appears there are several members of the public wishing to address the Commission on a specific item, at the outset of the item the Chairperson of the Commission will announce the maximum amount of time that will be allowed for presentation of testimony.  Matters under the jurisdiction of the Commission and not on the posted agenda may be addressed by the general public under Public Comments.  The Commission limits testimony on matters not on the agenda to three minutes per person, and not more than fifteen minutes for a particular subject.

 

The meeting facilities are accessible to persons with disabilities.  Requests for documents in accessible formats, interpreting services, assistive listening devices, or other accommodations should be made by calling Regional Parks Office at (916) 875-6961 (voice) or CA Relay Services 711 (for the hearing impaired), no later than five working days prior to the meeting.

2.       American River Natural History Association:                                  (Bellas)

            (Effie Yeaw Nature Center)

          Guests:  Joey Johnson, Torey Byington

           

            Johnson and Byington presented the Effie Yeaw Nature Center annual report about programs and services, as well as a Powerpoint presentation; discussion included:

·         More than 1.6M visitors since opened

·         Inclusive programs

·         Over 105 programs in 2018

·         603 school programs in 2018

·         Over 6050 students in 2018

·         Over 1500 nature class students in 2018

·         Over 100,000 annual visitors

3.       Recreation And Park Commission Bylaws Initial Recommendations        (Bellas)

The subcommittee comprised of Commissioners Barbar and Gonzales has discussed initial recommendations on bylaw changes, but do not currently have any proposals for the full Commission. Commissioner Barbar discussed plans to potentially bring forth draft bylaws when there is a full contingent of Commissioners at the February 28, 2019 Commission meeting.

Commissioner Allen noted Item 10 said “Fee” and requested they be corrected to “bee” in two locations. Commissioner Barbar noted that Item 7 contained an incorrect sentence referencing the “2019 Schedule of Annual Reports”, but should be “2018 Schedule of Annual Reports”. Commissioner Allen moved to approve the Action Summary as corrected; seconded by Commissioner Gonazles.

5.       Conceptually Approve New “Welcome To The City Of Rancho Cordova” Sign At  The Southwest Corner Of Sunrise Boulevard And South Bridge Street

City of Rancho Cordova, Director of Public Works, Albert Stricker presented preliminary drawings for replacement of an existing sign with a monument sign to be installed on Regional Parks property at the corner of Sunrise Blvd and South Bridge St. Director Bellas requested conceptual approval of the preliminary design.

 

Commissioner Allen moved to approve the conceptually approve the sign at the location, including comments; seconded by Commissioner Gonzales.

6 .      Approve Re-Naming A Portion Of The Upper Sunrise Recreation Area The “Frank F. Cirill Recreation Area”

Director Bellas provided information on Mr. Frank Cirill and his impact on the American River Parkway. Director Bellas indicated that the American River Parkway Advisory Committee has already unanimously conceptually approved renaming a portion of the Upper Sunrise Area the “Frank F. Cirill Recreation Area”. If approved, this motion would be brought to the Board of Supervisors per the Parks naming policy, for formal approval.

 

Commissioner Gonzales moved to approve renaming a portion of the Upper Sunrise Recreation Area the “Frank F. Cirill Recreation Area”.

7.       Approve Special Event Permit Procedures and General Conditions

Director Bellas requested that the Special Event Permit Procedures and General Conditions be modified to remove language naming Eppies Great Race, which, consistent with the Parkway Plan, would allow a competitive event in July.

 

 

Commissioner Barbar moved to approve the amended Special Event Permit Procedures and General Conditions including Commissioner Gonzales’ comments, on an interim basis to research County policy on requiring or ensuring community inclusion until October 2019; seconded by Commissioner Allen.

Next meeting of the Lower American River Conservancy Advisory Committee is February 7, 2019. Action items at that meeting will include a review of prioritization of grant projects submitted to fist solicitation.

DIRECTOR COMMENTS

 

Director Bellas welcomed new Commissioner Allen. Bellas said the Commissioner training binder would be updated and will be bringing it for new Commissioners. Bellas also introduced new Recording Clerk Bill Wetzel, and advising that Sylvia Smartt would no longer be serving as the Clerk.

 

Bellas requested that Agendas be provided electronically and hard copies only available at the meeting to save mailing costs and increase efficiency. Commissioner Barbar requested that a hard copy of packets be available to Commissioners one week prior to the meeting.

 

Natural Resources Management Plan tentative draft may be available at the end of February. The Department will receive the administrative draft for review and feedback to the consultants, prior to public outreach and comments.

 

Prop 68 grants are available, and the Department will be moving an item to the Board of

Supervisors on February 5, 2019 requesting permission to approve the conceptual grant application, including three projects; picnic shelters at Discovery Park, parking lot at American River Ranch / Soil Born Farms, and the fire suppression system at Effie Yeaw Nature Center.

 

Commissioner Barbar requested a training session for new Commissioners and staff, including Roberts Rules of Order. Director Bellas said she would evaluate a special meeting training session.

 

Commissioner Gonzales requested a “field trip” to visit the Regional Park system sites, as a training session for Commissioners.
