This meeting of SAFCA is being broadcast live and will be cablecast without interruption on Metro Cable 14, the government affairs channel on the Comcast, SureWest & Strategic Technologies Cable Systems.  Today’s meeting will be repeated on Saturday, March 22nd at 1:00 PM on Channel 14.  This meeting is being closed captioned and will be webcast at www.sacmetrocable.tv.  Streaming video of the board meeting is available on www.safca.org within 48 hours after the meeting.  A VHS copy is also available for check out from any library branch.  Members of the audience wishing to address the Board should fill out a blue speaker form located on the table at the entrance of the Chambers and on the podium, and give it to the Clerk.  WHEN ADDRESSING THE BOARD, PLEASE IDENTIFY YOURSELF FOR THE RECORD AND SPEAK DIRECTLY INTO THE MICROPHONE.

The SAFCA Board welcomes public participation.  Public testimony will be permitted on each agenda item as it is called.  Comments will be limited to three minutes.  The general public may address matters not on the posted agenda during the Public Comments section of the agenda, following completion of the regular agenda and any off-agenda matters before the Board.  The Board limits testimony on matters not on the agenda to three minutes per person and not more than ten minutes for a particular subject.

Government Code Section 54956.9 - Consultation with Agency Counsel Regarding Pending Litigation – Garden Highway Community Association vs. Sacramento Area Flood Control Agency – Sacramento Superior Court Case No. 34-2007-00883632-CU-WM-GDS (Washburn)

 

Agency Counsel announced that the Board, meeting in closed session, voted to approve the terms of a Stipulation for Settlement of the claim against SAFCA by the Garden Highway Community Association. Agency Counsel summarized these terms which cover (1) power pole and overhead power line placement, (2) removal of encroachments and existing landscaping and fencing, (3) damage to existing wells, septic systems, concrete structures, flatwork, etc., (4) drainage lines, (5) construction monitoring, (6) effects on property, (7) study of improving conveyance in the Yolo Bypass, (8) construction schedule, (9) bicycle trail, (10) attorney’s fees, and (11) the process for creating and filing a final, formal, signed settlement agreement with the Sacramento Superior Court.
