SUMMARY OF RULES OF PROCEDURE

 

AGENDA: The Chairperson may reschedule items on the agenda.  Order of the agenda will be: non-contested matters, contested matters, then staff presentations.

CONDUCT OF HEARINGS: The sequence for a contested matter is: (1) staff report and environmental document discussion; (2) testimony of proponent(s); (3) public testimony; (4) rebuttal by applicant; (5) close of public hearing; (6) Commission discussion and vote.

LIMITED TIME FOR DISCUSSION: A principal proponent will be allowed a 5-minute statement.  Other proponents and opponents are allowed 3-minute statements except that a spokesperson for any group may be allowed 5 minutes.  The principal proponent shall have a 3-minute rebuttal.

VOTING: Any action or recommendation of the Commission requires a majority (3 votes) of the Commission to concur therein.  Any motion for approval or disapproval of a matter which results in a tie vote shall be forwarded to the Board of Supervisors with no recommendation.

ADDRESSING THE COMMISSION: Any person addressing the Commission shall, when recognized by the Chairperson, step to the rostrum and give their name and address.  Statements which lack factual support and repeated or cumulative testimony should be avoided.  Groups of people with similar viewpoints are urged to appoint a spokesperson to represent their views.

EXHIBITS OR DOCUMENTS: Documentary evidence submitted to the Commission becomes the property of the Commission.

CONTINUANCES: The Commission may continue any matter at its discretion.

 

Matters under the jurisdiction of the Commission and not on the posted agenda, may be addressed by the general public following completion of the regular agenda and any off agenda matters before the Commission for consideration.  The Commission limits testimony on matters not on the agenda to three minutes per person and not more than fifteen minutes for a particular subject.

YSI XX, L.P. - Applicant: U-Store It - located at 9360 Greenback Lane, on the south side of Greenback Lane, approximately 312 feet west of Main Avenue, in the Orangevale community.

CPAC RECOMMENDATION:

The Orangevale Community Planning Advisory Council (CPAC) met on September 7, 2010, and recommended APPROVAL (7-0) of the proposed project.  The Council recommended approval of the project without comment.  No neighbors in attendance objected to the proposed project.

 

ENVIRONMENTAL DOC.:

Exempt

 

REQUEST:

A Use Permit to allow outdoor storage of recreational vehicles, trailers, and boats on 3.44 acres in the Greenback Lane Special Planning Area zone (underlying General Commercial zone).

 

A Use Permit to allow a chain link fence with slats instead of a masonry wall along the rear property boundary adjacent to RD-20 (Multi-family) zone.

 

A Use Permit to allow concertina wire on top of fence around project perimeter.

 

Note:  This project was exempted from design review because no new construction is proposed.

The North Highlands Community Planning Advisory Council (CPAC) met on July 27, 2010, and recommended APPROVAL (5-0) of the proposed project.  The Council recommended approval as presented.  No neighbors spoke for or against the project.

 

ENVIRONMENTAL DOC.:

Exempt

 

REQUEST:

A Use Permit to allow storage of recreational vehicles, travel trailers and boats on 5.6 acres in the General Commercial (Flooding Combining) zones.

 

A Use Permit to allow concertina wire on top of the fence on interior and rear property boundaries.

 

Note:  This project was exempted from design review because no new construction is proposed.

SACRAMENTO AREA EMERGENCY HOUSING CENTER - Attorney: Taylor & Wiley - located at 4516 Parker Avenue, on the south side of Parker Avenue, approximately 110 feet east of 45th Street, in the South Sacramento community.

Sacramento Area Emergency Housing Center

 

CPAC RECOMMENDATION:

The South Sacramento Community Planning Advisory Council (CPAC) met on May 4, 2011 and recommended APPROVAL (4-0) of the proposed project.  The Council did not receive any unfavorable comments from the public.

 

ENVIRONMENTAL DOC.:

Exempt

 

REQUEST:

An Amendment to the prior Special Development Permit (90-SPP-0869) to modify the previously approved site design for the existing Sacramento Area Emergency Housing Center, consisting of the removal and replacement of three existing buildings with a new 5,750 square foot building to include offices, classrooms, kitchen and dining facilities; the remodel of and additions to two existing residential buildings resulting in an increase in the maximum number of families from 13 to 17.   The project also includes the addition of APN 020-0242-003 to be developed with a community garden and children’s play area.  The

1.13- acre site is zoned RD-20 (Multiple Family Residential).  (Note:  The remodel will increase the footprint of the facility by 2,135 square feet, but reduce the number of buildings from five to three.)

 

A Design Review to comply with the Multifamily Design Guidelines.
