The Recreation and Park Commission welcomes and encourages participation in the Commission meetings. When it appears there are several members of the public wishing to address the Commission on a specific item, at the outset of the item the Chairperson of the Commission will announce the maximum amount of time that will be allowed for presentation of testimony. Matters under the jurisdiction of the Commission and not on the posted agenda may be addressed by the general public under Public Comments. The Commission limits testimony on matters not on the agenda to three minutes per person, and not more than fifteen minutes for a particular subject.

1. Therapeutic Recreation Services Annual Report (Barber)

 

6:31 PM Board Action: Director Bellas presented the 2018 Therapeutic Recreation Services Annual Report.

Discussion included that TRS taking over softball program was the primary reason for the increase in participants.

Question by Commissioner Herz about loss of Eppie's Great Race funding.

3. Regional Parks Capital Improvement Plan

 

6:39 PM Board Action: Per Director Bellas, this is the 5 year CIP, just a few projects funded, most unfunded. Total costs of unfunded projects is approximately $45 million.

Discussion about the "swim hole" at Gibson.

Board requested departments include how long items have been on the CIP project list.

Commissioner Goss commented that funded projects have specific revenue streams, with likelihood of funding other projects low as General Fund tightens. Possibly Commission could help advocate for the highest priority projects.

Commission Allen requested a copy of the Department's Excel sheet with estimated cost by project.

 

 

 

4. Regional Parks Unfunded Capital Improvement Plan

7:18 PM Board Action: Discussion about the information regarding three dead bodies found in the Rangers monthly report. Discussion about post-Boise impacts on camping along the American River.


Commissioners asked about plan to make up Golf deficit. Director Bellas discussed fee increase as well as possible dynamic pricing structure. Also, good news was that debt service is going to reduce or go away.

7:34 PM  Board Action:

  • Partial funding for American River Ranch
  • Prop 68 submissions for three projects - Department was rejected on parking lot and picnic structure
  • One picnic structure at Discovery Park was condemned and will be removed
  • Sheep and goats will be doing fire fuel reduction grazing
  • Parkway Half-Marathon this weekend
  • May 4th, Hoka will be doing a 100K world record attempt
