The Recreation and Park Commission welcomes and encourages participation in the Commission meetings. When it appears there are several members of the public wishing to address the Commission on a specific item, at the outset of the item the Chairperson of the Commission will announce the maximum amount of time that will be allowed for presentation of testimony. Matters under the jurisdiction of the Commission and not on the posted agenda may be addressed by the general public under Public Comments. The Commission limits testimony on matters not on the agenda to three minutes per person, and not more than fifteen minutes for a particular subject.

3. Approve Bylaws For The American River Parkway Advisory Committee (Bellas)

 

6:52 PM Board Action: ARPAC heard the comments back from the Recreation Park Commission's July meeting and motion. ARPAC has resent the bylaws as previously written for consideration again. Director Bellas did speak to the County's Director of Homeless Initiatives, but the Director of Homeless Initiatives was willing to provide input but not serve on ARPAC.

Member of the public, Dennis Eckhart, did speak to this item and recommended approving the bylaws before the Commission.

6:37 PM Board Action: Item was previously brought to the Commission for conceptual approval and is now brought back for final approval for consistency with the Parkway Plan and/or comments.

Edgar Medina from City of Rancho Cordova presented on the sign. Rancho Cordova will maintain the sign, the County will not.

Commissioners asked about costs, anti-grafitti materials, and accidents at the location.

DIRECTOR COMMENTS

 

8:01 PM Board Action: Director Bellas introduced Deputy Director Karen Garner.

ARP Mile 16.5 repair is complete.

On October 1, 2019 at 2pm there is the Frank Cirill area renaming in Sunrise Recreation Area.

Next large construction project is the road overlay starting October 9.

Aftershock will be happening in October.

Information about the Natural Resources Management Plan will be posted on Regional Parks' website soon.

Martin vs. Boise - County of Sacramento has filed a brief in that court.

Gibson Ranch will be County run starting December 1, 2019. Parks has released RFPs for equestrian services.

Chairperson Allen appointed Commissioner Herz to be on the Interview/Selection Committee for the two RFPs for Gibson Ranch equestrian services.

8:16 PM Board Action: Lower American River Task Force had a meeting. Meeting materials are available online. Next meeting is December 10, 2019.

Dry Creek Parkway Advisory Committee had a meeting. Equestrian group wanted to install mounting blocks for riders, and locations were approved.

Commissioner Allen directed Clerk to add Bylaws Committee back to next agenda.

 

13. CIP Committee (Allen)

 

8:21 PM  Board Action: Committee met and discussed items. Commissioner Herz talked about specific items, as well as prioritization of projects. Deputy Director Garner will be meeting with the committee to discuss.
